The issue with the article isn't that its incorrect in any of its prescriptions. Its that it misses the cause of the underlying disease.
The sickness is Utopianism brought on by a lack of feedback in the body politic. The West became rich enough to ignore for 50 years just about everything it did wrong in all aspects of public policy. Energy policy is a religion among many in the West with BANANA (build absolutely nothing anywhere near anything) replacing the older less psychotic NIMBY.
When you watch NJ utopian voters who live in 3000 square foot houses demand no new local NG pipeline into thier county when the new homes are still going up and each home rebuild is adding 1000 sq ft...you can see the religion clearly.
And one does not reform a religion with decent suggestions and rational discourse. It will require pain on the level of war and a commensurate level of destruction to remove the cult. We are simply not near that level yet.
